Driver in California given several citations for having a mannequin as a passenger

I would not want to be in the shoes of a driver who was driving his auto in the Santa Fe Springs California area about a week ago when he was caught by the California Highway Patrol (CHP) officer for violation of the law by crossing double lines in the high occupancy highway lanes by using a mannequin as a passenger. When the police officer saw the passenger of the driver whose name and gender were not mentioned saw the mannequin, the driver was given many citations. I am sure that the price of the citations will be very steep. Hopefully the driver who did violate the law will learn a lesson to obey traffic laws from now on. Link is upi.com/6211714681729 via @upi

The driver thought he could get away with breaking the traffic law. He is looking at a steep fine.

At least, the mannequin appears to have its seat belt on, which would stop it becoming a dangerous projectile if an accident occurred. The police officer, not seeing any funny side to this, obviously threw the whole police rule book at this driver. Perhaps, the driver had a shop, and was just transporting the mannequin to their shop, as a display item; who knows why anyone would do this, without a good reason for doing it.
