cheating becomes bad only when caught

I could not remember who told me this statement but I am sure it was one of my classmates who were fond of looking at my paper during examinations. I pondered deeply and I thought it is a blunted philosophy. Cheaters who often get away with what they did, will ot get away with the guilt. Yes, if they are not caught, they will not be tagged as cheaters. But what values would you imbibe by guiltlessly doing cheating? More likely, this person will still bring this belief of cheating in order to get ahead in the workplace. You may have not been caught doing in school... but when at work, the stakes are higher and you might even go to jail, right? Please feel free to share your experiences or ideas.
