I just received payment from this site through Paypal. It is similar to a paid-to-click site but you don't need to click on an ad and wait for the timer to let you know that you have been credited. Instead, you vote on contests. I make more than $1.00 every time I log in and reached payout without any referral faster than Clixsense, or Adbux, etc. It is open to international members and payout is $15.00. I can also provide you with proof of payment if you want. They accept referrals by email only. So if you're interested, send me a message with your email address. Thanks!

That's strange because I see some members from Manila. I'll submit your email address so you can get more information. Minimum payout is $15.00. I have made over $48.00 since July. I'd love to be able to find legitimate paying sites for my fellow Filipinos.
