What do you think of the education of China?

Some of you guys maybe know something about the education of China.
Actually,I studing in Dalian Maritime University always find there is something wrong with the system of edu.Such as English Learning,spending so many years learning English does not delivering great "results".Lot of us still can not speak English well.
Some other skill training puzzled me also.We just learn all of the theories from the books,but we hardly use them in activity.
Things like these are very common in China.
So do you have any idea about the edu of China,or any suggestions to improve it?
