I need help understanding the Executive Branch of our Government

I have to write another essay on policies, well I found my policy which is the Energy policy. My problem is I can't find anything about how a policy gets started and what does the Executive Branch do. I know the President is the main head of the Branch but is he the one that submits the policy to congress or what. Again, I appreciate all help I can get.

Good Luck! The constitution would be a good place to start reading after that every president has tried to make it into his idealized institution with little regard to what anyone or any other law says... especially #43
