How can you describe a color blue to a blind person?

As I walked on the streets going to the office the other day, I noticed older women on the other side begging for money and food. Beside them are a few blind people playing music using their instruments.
Life wouldn't be so easy if you are blind. It is hard for a blind person to figure out what a world looks like.
But how can you describe something to a blind person particulary color?
Let's say a color blue, how can you describe it to a blind person?

One of the toughest yest simple questions that i have ever heard. I dont think that anybody would manage to describe a colour to a blind person. Its an impossible task unless that blind person had vision prior.

Well, I understand if it is really tough. I guess you can say things that might signify what a blue color is.

oh, that's a diffcuclt problem. the blind man have know what's color. blue color, blue sea, blue sky, blue earth, nice color, but how to describe, that's a puzzle. bring into comparison, i will think blue like country music, make people feel peaceful.
