Need help in creating a PTC blog

Hi everyone I need your help regarding creating a PTC blog and putting my links on that. I donb't want to use blogger for this purpose. I wished to make one on wordpress but its not allowed to make such blog on wordpress. Now im confused about weblog.com. Its looking same like wordpress but there are no advertising TOS in it. So i dont know whether its allowed to create a blog on PTC sites n referral links or not. Can any one guide me? Is there any free site where can i make my blog on PTC sites. Again mentioning, im not interested in blogger. Plz guide me about it. Specially about friendster and weblog. Thanks
