Who is behind trying to get Gibbs?

Is it Director Vance who set up the cold case in Mexico being the one that would get Gibbs in trouble? Is it Gibbs nemesis woman lawyer who it appeared for a while was going to be a love interest but that didn't seem to be the case in the last show she was on? Is someone else after Gibbs? Some other possibilities to consider are Ziva's father, the guy in charge of the private soldier company who Gibbs got arrested in Mexico and the Gibb's nemesis lawyer got off, etc.
