Well, I have been in this kind of situation with my boss. He was always delayed with our salaries but he didn't give us any explanations. I think your employees would really appreciate it if you were open with them regarding the situation. Just saying "sorry, I will not be able to give you your monthly wages" won't be enough because they need a valid reason to accept the situation. :)

This sure is a sensitive issues and not paying them salary for two months is a big deal. As a result of the non payment, your employees will have debts which they cant pay off. Ask yourself this, how are you as a boss? Someone who is calculative and unreasonable? The reason why I am asking this is that, if you or the company has been treating the staffs well, then they might be understand towards your problem and might even be willing to help the company tide it over. If you are a nasty boss, it is unlikely that they will support you and if worse, might complain to some union. In any case, tell they frankly the situation. It is better to keep them in the loop then not to mention anything.

When you are running a business you are aware that you can face various constraints. At present a huge amount is due to market. But how could you manage your staffs. They have family, monthly expenditures. You have already default in payment of Oct salary. The staff are in problem. In my opinion you should arrange money to meet the Oct salary and after that make a meeting with them and request all to express their opinion to overcome the situation. Also inform them that if the situation become worse you shall have been left with no other alternatives but to close the business. This will make them serious and the problem may be overcome with a cumulative efforts.

Well first of all question of Appealing comes only when there is some kind of emergency and you are holding the Salary only for a month. Here, you want to hold their salary for two months and still appeal?? I think instead of this you should be focusing on finding the finances to pay them at-least half of what you owe them. By not paying them salary, your life wont change. You will be living the same life-style. However your employees would have to struggle for yet another month. This is not done. This is exploitation of their rights.
