Government agencies causing the country a big deal of stress!

All government agencies actually but right now I'd like you to gear your attention to our National Bureau of Investigation and how its new system is creating a worldwide chaos. Obtaining an NBI clearance will now take months in the provinces, will take a shorter time as you level up to major cities. But it's not like it's easy traveling from one island to the next. Not to mention, you would have to fall in line at dawn. In a world where everything is done online, NBI's new system is something I would call absolutely primitive. They need to fix it NOW! Sorry, rant mode.

Really? But when I get an NBI it only take hours. I don't know of the new system of the NBI but if it's new it should be faster, they should have improved their methods? I'm not updated since I'm not already in the Philippines. I hope they can fix it sooner for all the people who needs NBI clearance. Falling in line is not easy but what's new with this? Nothing I guess.

That is a very stupid reason if it, in fact, is the real reason behind. If the programmers demanded high, then they could increase the fees. As if we're not used to price hikes. Rather than cause people too many inconveniences. I definitely would not back out on a higher fee as long as its reasonable, than cross the sea and wake up at an ungodly hour only to get a priority number!

I wish the "If it's new it should be faster" part is so true... But sadly it is not, you have re-register.. The old records from NBI are gone so start from scratch... NBI said they did not renew because the programmers demanded a higher pay which they did not comply and the cause --- the records of all who applied NBI from the very beginning are GONE..

I too am furious about this new system NBI did, not to mention people issued those cards for convenience. Now everything starts from scratch. When I first applied the NBI clearance 2 years ago, it was really easy and fast. After a year of unemployment and needed a new one, when I went to the place I issued it, only to find out they are not there anymore and that they have set into a new location. At first I was like okay, then I check the branches of local NBI stands which to my surprise there is 3 Robinsons I can go to get a clearance. When I arrived at the Robinsons Galleria, there were like a lot of people there and I was like I hope I can a ticket, the sad part is I did not make it to the cut off number. I found out that every Robinsons only accepts 500 registers. It was really frustrating, then is when I plancced that I will just visit the nearest Robinsons in our place. The day before I slept the whole afternoon, the the next day, I woke up 1:00 AM and arrived at Robinsons at 2:00 AM only to find out that there are already 30 people in line, there was the first person in line sleeping, she has her pillow and blanket with her and I was like this is a camping trip. The mall opens at 9am, and the first person who arrived fell in line around 10:00 PM. Imagine how long she has to wait in line just to get an NBI Clearance. I also waited for hours, can't even go to the bathroom because there was no open and even though there is a convenient store, I can't leave my spot because I am too afraid that someone might cut in line. It was my first time to experience such inconvenient service. What made more mad is that I got a hit, my last name is common but my first name is rare and when I mean rare it would mean like 100 over a billion in the world who would have that name. Anyways, I told the old man that it is impossible for me to have a hit because the first one applied on did not have one. He just said, judging from my last name that is why I got a hit, and I said, why do you base it in the last name only when it is very common. He just said that's how it works, can't argue with the old man and he just said come back after a month _ and I was like do you know that I need to get this job and pass all the requirements. Anyways, all I can say is that the system sucks and the processing sucks and they are too damn slow, it is like you guys have big budget why don't you hire new young ones to the work so that it would be faster it is like there are thousands who wait in line and you can only accomodate 500 because you are damn to slow. Sorry, I do like to rant about that.. Hehehe..

Dear friend, Here it is bit flexible, as the money rules the law and order. You pay for it there is no objection in getting any from government provided you should pay it accordingly. The procedures are lot here, but very few are going as per rules. The powerful influencial people can do any thing in our country India.

Efficiency isn't something our government agencies are known for. I don't know yet how the new process of getting an NBI clearance is, but from what you wrote, I can't even see a difference on how the process was before things were done online. Whatever system they now have in place, I won't be surprised if there were backroom dealings made by the proponents of this new system. I just feel that corruption takes place each time a new system is implemented.

That could be a possibility. From what I read on the net, the old system provider of NBI is no longer at work now. I could not recall if the provider itself did not renew its contract or if it was NBI which did not allow it to renew its contract. As to the reason why that happened, I do not know. Maybe your theory was right in this aspect. So since the system provider is new, everything has to be done as new. Therefore, renewal is no longer an applicable term because everything has to start afresh and from scratch. It doesn't help that this happened at a time when people are becoming more and more driven towards migrating abroad, and most of all that it happened in a very essential government agency of the country.

Thank God that here in our province, there aren't a lot of people getting their NBI clearance. There may be days that there are a lot, but i saw that it's still manageable. Yes, in Manila, you could renew your NBI clearance on their mall NBI machines.

In our province, it's not jampacked, but if you could wait for 3 months, then it shouldn't be a problem. IN my case, I am not really beating a certain deadline, but a lot of opportunities might come my way within that 3 months which calls for the clearance. I hate to see myself missing a good opportunity just because of one pathetic lacking document.

How right you are. When my partner needed the NBI clearance, we traveled from Cavite at 6 AM and reached the main office at around 8 AM. It took him 6 hours to fall in line and another hour for his application to be processed. The suffering didn't end there since he was asked to return for the clearance after 5 working days. If he were to apply for the clearance in Tagaytay which is nearer our place, it would take him more or less 2 months. Can you imagine that? Getting an NBI clearance used to take only a few hours in the past especially when it is only a renewal. This is the kind of service that makes us so behind amidst all the modern means that technology has made available for our convenience. Have they not heard yet of the internet?

Someone advised me to go straight to Manila. As much as I like that, going to Manila is not easy. Fare is very expensive and Manila is a very big place. I'm not really a travel buff and I could easily lose my way around a strange place. I simply didn't want to take risks especially when it entails some huge amount of money. How I miss the days when you walk into an NBI office and walk out with a "mission accomplished" smile on your face.

It is not only NBI that needs a lot of improvements but other government agencies and branches and before I forget even the government bank. There isn't any system that will provide us with convenience and speed. If you cannot come to Manila then you have no choice but to avail of the NBI clearance in your own locality even if it takes months. There is no other quicker way I know of than going to the main office in Taft Avenue.
