''Classifieds''? Why Would a Newspaper have to Classify a 'One-Page Ad-Section'?

Weren't the original 'Classified'-Ads only "classified" as a way of finding 'the type of ad you're looking-for' (like a table-of-contents in a book) among the many-many pages of ads?
I'm curious, because that's what my favorite alt-weekly does---they have a section in the back for "Classifieds" ... even though they have to fill almost-half that page with 'newspaper-announcements' (Hey, this is THE PAPER YOU'RE READING ... Follow us on Facebook ... etc.),
... AND even though they also put ads IN THE SECTIONS OF THEIR PAPER THAT ARE CLASSIFIED already (a "music"-classification, a "food"-classification, a "politics"-classification, etc.)
I don't know---maybe advertisers pay different rates for "regular"-ads versus 'back-page'-ads ... you think? http://www.gaebler.com/Oklahoma+Gazette-OK-Newspaper-Advertising-Costs++8800
