making phone calls over the computer

Do you make phone calls over your computer? If so, what service(s) do you use and or recommend? I have a home land line which is down and I am waiting for a technician to come out today. I have a mobile phone which is having issues. i can still make phone calls on my mobile but only using wi fi. I called tech support and they tell me that all I need to do is reboot my phone but I do not want to do it until after the technician comes to fix my home landline. If anything goes wrong rebooting my cell phone, then I have no phone service at all. At least I have something for now. You never expect everything to go wrong together. So I am looking for other options. I have signed up with google voice. If you use or have used google voice, what are your experiences? Are there other phone services over the computer that members can recommend?
