A Mystery Balloon

Another balloon has been spotted floating over the US. NORAD spotted it in Nevada and sent jets up to investigate. They say it is not a threat because it is only 50 feet tall and does not have a rudder.. They do not know where this came from. They don't know who sent it. They don't know what the payload consists of. My question is if NORAD does not know anything about it, how do they know it is not a threat? The payload could be a biological agent or even fentanyl. It could be remote-controlled.

I think the world is becoming to paranoid for their own good. If Norad isn't concerned, they have their reasons.

@akalinus If it is, it is. If not, not. What's speculating and worrying about it going to do? It could be a weather balloon or something like that. It could be there to collect data, so science can better understand how the Earth's working (or not working). How do you think science studies the atmosphere, how we track storms etc?

NORAD is the agency that tracks Santa Claus every year. I wonder if they are right about the balloon being no threat but what if it is?
