"Why do people always say sorry?"

I always hear people say sorry to every mistakes that they've did. You know what, I feel so mad at them. In the first place, the very moment they do that actions, they have the full responsibility of doing it, and it happens with their consent. So therefore saying sorry is not an excuse if you do something wrong to others, instead feel ashamed for them coz eventhough you know that it would not be good for them still you have done it and saying sorry cannot equalize it. How about you, do you say "sorry" for people you;ve done wrong?
