Resign or Stay?

Why should a Government resign or stay as and when it fails continuously to control killings and economic crisis persisting for a long time?

Right but if that Government is too rough and doing nothing good for the people, rather creating in-numerous difficulties for the people in living and letting live, whereas, the next election may be held at a too far later date, what should the badly affected people do then?
