Which is safer: dogs tied up or not?

Some people believe that dogs should be tied up or be imprisoned in a cage to keep them from biting other people. Do you think it will work better than giving freedom to your dogs? In my opinion, dogs should be treated kindly so...

Calais I think its cruel to have them chained or caged..There is no point in owning animals if thats what you have to do with them...I have 2 dogs and they run free around the large backyard, they are so happy..

uath13 What would your attitude be like if you were tied up or caged all day? Not good I bet. Why would you expect different from an animal? People who say & do this kid of stuff make the agressive dogs then fuss when they escape & cause problems. Dogs need a nice...
