do english voice overs change the character of the anime?

I prefer watching anime in the original Japanese, with english subtitles. it seems more authentic. the essence of the characters, especially the villains is lost with englich voice overs. what do you think

should vicious dog breeds be banned? I am not sure if I am in favor of banning vicious dog breeds. In the United Kingdom and Parts of Western Europe certain dog breeds such as the American Pit Bulls are listed as banned breeds....
