chaime yes you are eligible to receive payments, you might just have a problem withdrawing it, so if you're not yet verified, you're earnings might well be stuck with paypal. But paypal or your paypal account for that matter will receive your earnings, but there are...

jerelena You need to have a premier account where you can send and recieve payments. Also it's better to be verified because that way you can recieve and do insatnt payments.
