Is there a better way to teach your kids not to touch things ?

Right now i am babysitting a 17 month old through the week on top of my own 17 month old. We (her parents and i) are trying to teach them both not to touch. All along for the most part we have been saying NO TOUCHING, or NO TOUCH....
