Is Turtling Effective in AV?

I'm an Alliance player and before the changes in AV the Horde used to turtle a lot. Is it, or was it ever, an effective way to win an AV game?

mookarenmoo Yeah, but how satisfying is it to end a BG with 168 HK's and 460 bonus honor! I LOVE long AV's (if we're winning)...nice horde killing opportunity!
