No paypal won't charge u if u are going to make a purchase through ebay and pay via Paypal. A buyer won't be charged anything while paying for the items purchased through ebay or else if u send money to another paypal account holder. So it's free -- u can go for it :)

The Seller is the only charged by Paypal, which is horrible in itself that they would do that. But you are safe from being charged anything from using their service.

As a buyer, you will not have any extra fees from paypal for using them to pay. So, you dont have to worry about that.
If you were the one selling an item, there is a transaction fee plus 3% of the sale price or something like that, but only when you sell something.

I do not believe that there is a charge for PAYPAL if you are making a purchase .The Merchant that is selling the product to you gets charged a processing fee .
If by chance there is a fee charged to you it's probably a couple of dollars at most.
