Who should manage the internet?

In Spanish class yesterday I had to answer this question as practice for my AP exam. Who should manage the internet, if anyone? Should the government have control over the net? Should it be completely free? What do you think?

It should stay completely free, if the government steps in in monitoring the internet soon they will have to start monitoring books, movies, etc. For that reason I don't think it will ever happen.

Yes, it should be managed because there are many problems such as viruses, spyware, and such. There should be many government agencies to manage the internet. Yes, it should be free. The internet is like the library and the library is free. The internet should be free in the sense that the government shouldn't charge additional fees, we have internet providers who charge as well.
