What is your opinion on public nuisance?

At least, I think he or she makes public nuisance has a bad manner, we should respect others when we are in public, right?

Every day I come across the people who create nuisance in the public. I noticed most of them create in inebriated state. Some create to gain public attraction.

Although I've seen a few "public nuisance" people, the one I'm going to discribe takes the cake, I think. She gets on the bus every day and curses and swares about nothing and is always making cranky comments to herself. She speaks to no-one directly but makes comments about the people around her. One day, she went to get off the bus and she as she was about to step down she's like: "F***in' ice, gonna fall down 'n' f****in kill myself". It's the same thing every day. No one bothers her, we just leave her be and she causes no harm. I suspect there is some kind of mental problem at work with her.
