Why do people buy New cars?

My father in law always buys a new car every 2 years.
And every two years it's the same old story.. He dents his car a bit, some scratches on it, and he gets half the price for the car back then what he paid for it. his cars generally cost about 40.000 euro's new.. which is about 52000 dollars.. so he's tossing away 26.000 dollars every two years..
I do not understand this.. why does he want a new car every two years.. enough to pay 13.000 dollars per year for it..
Why not buy a two year old or three year old car instead?
The model is the same.. yes they have some scatches on it.. but that is a good thing, because you do not have to worry about those anymore either.. drive them 2 years and you will still get 3/4 of your buying price back, which was half of the price of the new car anyway..
