Helping brother and sisters

In a struggling family for day to day living, being elder son/daughter in the family, he/she takes all burdens on his/her shoulders to bring his/her brothers/sisters up. After these brothers'sisters come up they do not bother to come to the help of the eldest brother/sister.They leave them in lurch fending for themselves to survive. is it Okay. If so what is to be done with such kind of brothers/sisters. Parents want to remain neutral. Thy also would not like to explain the sacrifice of the eldest brother/sister.
