Is lottery considered gambling?

Ok....I live in Texas and here it is illegal to gamble, but they do lottery here. I was wondering because I consider lottery to be gambling. I'm not saying I'm not for lottery or gambling, it just doesn't make sense to me. They use the profit fron lottery ticket sales to fund education and are now debating whether or not to legalize gambling in Texas to receive even more funds for education. What do y'all think?
