Paid to click on ads programs will not pay you twice!!!

So why does Google not recognise your IP address to stop you pressing continually on your friends site ads or even the same ad on multiple sites. Surely once you have seen the ad then you should not pay that persons ad twice! Then people will not be accussed of fraud because they will not let you. With all this technology surely people should not be paid for the thier ad to be clicked multiple times by the SAME IP address!!! Have a nice happy clicking day from Deeeky.
