I saw some bloggers just copy writings by professional or expert and post them in their blog. They quote the name of the expert, the expert's webpage etc, I meant they acknowledge that the writing is from somebody else. I am very new, so my question is is this copy-paste practice is allowed or is it legal to do so?

In many instances the original writers have given their permission.
If I post an article to one of the many free article directories I am then allowing anyone to use that article on their site as long as they keep my details and links back to my site attatched to the article.
This is how many people build traffic and links to their sites.
Having said that I do have other work out there where I haven't given permission to copy so if someone was to put those pieces on their site and didn't ask for my consent they could find themselves in a world of trouble.
So yes in certain instances it is legal to do so - depending on where the original source comes from. You just need to make sure you read and understand any terms or disclaimers etc on where the original comes from.

I agree with unusualsuspect. It is illegal to copy somebody's work unless you have his own permission. It's not sufficient to just add their name on your blog. What if they don't want you at all to put their article on your blog even if you quote their name? I have seen this practice over and over on the Internet but it doesn't mean it is legal. Good luck with your blog salam1.

See I am myself a blogger and i myself have seen many people copy pasting the material from others but i am totaly against it. Considering it from legality point of view, well it cant be stopped but i think the bloggers who copy paste cant call them bloggers infact they dont deseve to be bloggers.

Copying all or most of someone else's work is plagiarism. Unless you have the person's permission it is illegal. Using quotes and even giving the location of the original material does not change the legality of it. In law, fair use is a few excerpts, in quotes, with the name of the author, and where the material can be found--that can be a website, a book, or an article.
People who want to justify their theft of other people's material will often try to convince someone like you that it's okay to copy someone's work, but that doesn't change the law, and your moral responsibility. Some of the arguments are that everybody does it so it must be okay, or that as long as you give credit it's okay. Both are false.

There are some articles that actually say that you can copy them as long as you acknowledge and provide a link to the site you got them from. Some however also contain a notice that to be able to use their material, you have to ask permission.
We have to be mindful of this when we decide to copy and post articles done by someone else. We have to recognize that there are potential problems to doing this.I have actually encountered an owner declining my request to use a photo even when I was going to use it for a good cause. But what can I do? I had to respect the owner's wishes.

That also depends on where they got the material. I found a site that provides public domain documents that anyone can use anyway they please. so if the material is copywrited then it is ilegal unless permission is given by the author. on the other hand public domain is not needed to get permission and yes it can be posted.
