What was Virginia Tech gunman Seung-Hui Cho's motivation behind his rampage?

I am saddened by the fate of the 32 people as well as the gunman. I feel for the families of all these people. However, I couldn't help ask why is it that hate crimes have become more frequent in the university setting, which is supposedly a bulwark of socio-cultural freedom and tolerance. Have these academic institutions (not only the Universities but all institutions involved in forming the minds of young people) failed in their purpose to form a humane society among the next generation? Can we not ask the same question to the families of the victims, the perpetrators, and even the non-victims and non-perpetrators, how they have contributed, influenced, motivated in the perpetuation of such crimes year after year? Can we not ask the same question to the governments, to the political leaders, and other individuals involved in running communities, cities, and nations how they have moved the minds of young people to hate and kill?
