paypal account in india?

Could some one help me if an paypal account can be made in india....if yes den is it transferable to a debit card or smthin?

paypal account can be made in india.you will recieve a cheque.if you want money transfered to your bank then you need to have a us bank account.otherwise only cheque will be issuied if you are in india.
