Why ask for help and not take the advice?

I don't understand why some people ask for help with their websites, I take a look at it, do keyword dencity scans and look at their meta, Then tell them exactly what to do to rank better and they say thinks but never do it. Any body have an Idea why they wouldn't take sound advice on getting a better SERP?

That's the problem with people. You can lead a horse to water but you can't make him drink and all that. I do SEO type things also, but I let them know there is a charge for the service and if I don't get their income to increase, we will refund their money. This usually works. If they are paying for the service, they are more likely to accept the advice.
if there is anyone out there that needs this type of advice let me know. Web 2.0 is a great theory as well.
