Why I can't open http://www.blogger.com?

I tried many times to oper the website http://www.blogger.com but failed each time. What mistake I've made or the website is wrongly spelled? Has it anything to do with the region? I'm here in China, is it the reason for my failure?

You isp have banned the Web site. You can use any proxy to access the Web site. Ex: http://www.proxytwo.info/ OR http://www.proxytoo.info/
