First of all, my mother has everything that she needs and can purchase everything that she wants... I on the other hand am working to be debt free... work full time go to school full time and am a mom and wife.... I am looking for ideas that cost little but mean a WHOLE lot. Any suggestions?

Find someone who has some flowers in their yard. Roses or even daisies. Pick a bunch. Write her a poem. Ask her over for brunch and fix a nice meal for you and her. All of these things are cheap and they can mean the world to your mom. I would love that kind of thing from my boys.

Nice ideas, mssnow. I think I can incorporate this in mine.

If your mother has a favorite author, you might want to pick up a novel or two if possible. A newly released novel from a favorite author will be a nice treat and a thoughtful gift, and paperbacks are not too expensive.
A special card with a copy of a picture of you as a child would also be nice. Write a personal, thoughtful message inside. Or, decorate a picture frame and include pictures of you and your kids. You might print special messages on the matting.

On this important occasion, give your mom a visit. Give her a big hug, a kiss and whispers of 'I love you, mom. Happy mother's day.' Then give her a bunch of flowers and a greeting card which you did. Write there some words of endearment. Like how much you lover her and value her. These are priceless presents all mothers would like to have.

You can give her all of your love. =)
I normally do work for people. Like today I mulched my girlfriend's grand parents flower beds.
If she doesn't have and flower beds you can always start one for her. There are a lot of plants that will grow in crap soil like Daylillies, Yarrow and Sedum. The name sedum means "live forever" in Latin.
