test for honesty

How to check whether a person is honest or dishonest, i think the best way to do it will be by just trying him in the beginning with some small thing in order to know him, secondly we must keep a check on his activities, his way of interaction with other people, what do you think about it, how can we check whether a person is honest or not.

i read a book which talking about CIA can tell a person lying or not by looking at the person's eyeball .so looking at it!!!!!!
