1kbps internet speed

Guys help me, I have a problem my friends is not working properly. He is using a dial connection. I am also using the dial connection and we have the same ISP (ISP BONANZA). When I connect to internet the usual internet speed that i received was 28.8kbps or 31.2 kbps as far as I know its normal but when friend connect to internet, the internet speed that he received is 1.6kbps or sometimes 16kbps? What do you think is the problem of his computer. Guys please I need your help.
