How To Get Them Asleep!

My little girl will not go to sleep without a fight. She claims she is scared a lot and then once we clear up nothing is going to get her or nothing under the bed, she gets up and claims she has to pee every 30 minutes. She is 3-soon to be 4 in June. She will sneak in the hall and sit there and play with toys until I catch her and put her back in the bed. I am getting at wits end here. Any suggestions?
