The best time is when the two of you are saying goodbye. This is probably the easiest and most comfortable because it is usualy the time when the kiss is expected. Also make sure that the two of you are alone to have some privacy during this exiting moment, with no distractions or interruptions.

I think you need to feel if the moment is really right.. Don't just kiss her directly anytime you want especially in a public place, mind her feelings as well.. There's really no standard good time but I think when you both feel a bit intimate then that would probably be one. If you feel like kissing her right then and there you can do it gently and on other places aside from her lips. Like you can kiss her gently on her forehead, cheeks or even on the hands.. Those are sweet gestures too in kissing..
