This corruption is bad habbit ,in cultures in which corruption is a way of life, the biggest single step any government can take to reduce its effects is to ease the requirement for permits to operate a business or other organization. This boosts employment and economic growth while reducing corruption at all levels. But the leaders have to set the example how to do without corruption this should be from the TOP to the lower level do not do that.

what do you mean it is way of life? if you mean it's part of life, i would say yes. because if there is good, there would always be evil. corruption is part of evil. it's balance! but in our situation in our country, evil weighs heavier.
