How do I deal with a spoilt brat?

I have this neighbour who gives her little son everything he ever points a finger at. Now I think that is really liberal behaviour and he will probably grow up a spoilt brat. Infact, he IS already a spoilt brat!
It is really irritating to have him around, and he's always upto something. I don't know what to do with him, especially since his mother is so lenient with him! What do I do to curb his behaviour when he's around?

You don't say how much he is around, or why he is around. If he is around with his mother, it probably makes it harder to do or say anything to him. I would guess that the mother is the sort who wouldn't hear a bad word spoken about her 'darling angel'. I would probably tell her the things you don't like him doing in my house, using 'house rules' as a reason, and if she doesn't tell him to stop his behaviour, then you do it. He needs to abide by your rules in your house, whether the mother likes it or not. If the mother is not around, then don't be so kind with your words when you tell him what you think.

spank him and straighten up things.
This spoilt brat of mine has a bad attitude, he keeps cribing about the same subject “that I didn’t leave him to school” and make our life (me and my wife) miserable for the rest of the day.
