a) Its hard and
b) How much I smoke today or yesterday has no correlation with next year or there after
I justify b) with the fact that I (and all smokers) are always thinking about quiting and the negative aspects of smoking. This question normally comes from a non smoker they don't understand that smokers get it too. That there are some bad "side effects" from smoking. Personally I don't plan to be a smoker when I'm in the position to have kids and there are other aspects of life that i plan to pursue which would change how much I smoke. If you think smokers get to a point where they can't quit i think your misrepresenting human nature.
For a) its connected to B, some smokers give up. Other smokers don't really give up they are just not ready to go all the way. Because, what is ready? Since non-smokers are usually asking this question they may not see what I mean.
Quiting smoking involves quiting and adopting a lot of other habits in your life and that is what is harder. As a non-smoker convincing someone to quit smoking involves convincing that person that they are unhappy. Because if they are to restructure their present reality the present happiness could be in jeopardy or cannot it actually stay the same?
I think some people would argue that smoking fills a void that non-smokers fill with other things. My answer until the contents of this void are settled people will always smoke just to stick it to something else. Before, philosophically, that is irrelevant smokers will still be around smoking.

thanks, I'm not trying to convince you though. I'm trying to make the case that smokers smoke because they love other things more that they believe they cannot attain another way. Therefore the cost to the lungs, gums, teeth, lips and health is worth it. Maybe thats just the cost of addiction. But in terms of psychology people can be addicted to a lot of behaviors where there aren't as convenient scales as there are for physical health.
