Photos used with your question

Okay, so I see many of you use a particular photo with your question, like the Why Me? icon. Where do you find these and how do you add them to your question? I already tried once to add a photo to one of my questions but I was not sure if I should click start discussion or add photo because they are on different lines. Do you know what I mean and can you help me please? Thank you!
