If you can't withdraw fund from Paypal, your best choice is probably E-gold, as there are plenty of debit credit card provider that allow you to fund with E-gold. This mean you have a credit card that accepted by Paypal (Sometime you have to made payment via Paypal, you know), by some shops and can withdraw from many ATM.
