i have noticed that alot of people here on mylot are not too keen on runescape beggars, and i am quite the same.
i have been playing runescape for quite a long time and i have a high lvled account (lvl 115) and this makes me quite a target for beggars. so here is a little guide to how i avoid them and deal with them.
to aviod beggars, i tend to stay away from free to play worlds and AREAS. yes the areas in members that are f2p areas too can be a common area for beggars to hang out. for instance, no matter whether you are in f2p or members, lumbridge is full of beggars, the members beggers will hang out near the teleport spot (in front of the castle) or around the al kharid gate. they are generally people who are new to members and are sticking to areas they know so they don't get lost.
banks in falador and varrok also get a fair few beggars in members (more of them in non members). avoiding these places as best as you can will help you to avoid beggars.
when going into free to play (as is sometimes necessary) bank all expensive armour and jewelry, anything that can be seen and makes you look rich will attract beggars. when mid lvled, if you don't wear expensive armour in f2p, you can go more or less unnoticed by beggars. high lvl players how ever will be begged in f2p no matter what you do (100+ are always begged, even if they have no armour on).
to get rid of beggars, without resorting to offensive language or breaking any rules (including luring).
1. teleport away... in members, you don't even need runes for this, just always have a charged glory on, and you will have 4 places you can teleport to. non members, pop into a bank and grab some runes, teleport away from the beggar, they can't follow you unless you tel them where you are going.
2. put them on your ignore list and walk away. it's simple enough to do, they can't personal message you so once they are bored of talking to thin air, they walk away.
3. go to places they can't go. if you have done a quest that allows acces to an area, you can almost garuntee that the beggar can't get there (they are too lazy to earn money, they are too lazy to do quests) go to a quest only area... they can't follow you lol.
4. be a bit mean, but nothing that will get you into trouble. tell them to bog off, or get lost, but do not try to swear at them, this could get you into trouble.
5. beg them back, i have done this a couple of times and i find it funny. one guy was asking me for a mil, so i asked him right back for it... he kept asking for one mil, and i just kept repeating him, he got fed up and went away.

Easiest way for me is just hop worlds, or take them to level one wildy where they would get owned by ppl their own level... I never give them things to leave me alone but yeah world hopping is easiest instead of going around the map trying to hide.

even world hopping can be a little inconvienient though, it takes like 20 seconds or so before you can log into a new world, but for those who don't mind doing that it's a great tip :)

I love the guide , I hate those members that go into free worlds just so they can act ' cool' you always see them at varrock outside the castle. :S

i very rarely go into free to play, unless i need to for things like trades or helping out my non member friends i tend to stick to members worlds.

what i DONT do:
dont let them get to U. dont teleport away and leave the place and interrupt what u were doing just becuz of a beggar! and a beggar shouldnt make u hav to go somewhere u werent already planning on going. i also dont waste my time explaining anything to them.
what i do:
if someone begs I just say "no" and get back to doin what I was doing, if they continue, I do #2 and put them on my ignore list. then I never have to worry again. Dont be nice to beggars, and dont go soft on em. dont talk kindly, saying "no im srry" or anything, but dont swear and get into trouble just say "no" and dont say something like "no, go away loser" that will make them argue with u and annoy u even more. just my tips.

luring people into the wildy is now against jagex rules, plus witht the new ditch, unless they willingly hop over the ditch you can't anyway.
