As a waitress myself....I say tell the manager or owner. It's their business that is on the line and they really can't afford not to know if their customers aren't getting good service. Telling the manager/owner gives them the opportunity to either correct the employee or let them go. If no one says anything about bad service, the manager/owner won't know about it and it can effect their business in a very negative way. Not saying anything about the bad servers is also very damaging to good servers because if someone doesn't come back the good server may be missing out on serving a good customer in the future. I hope that made sense. :)

I have come across different waiters since I eat out too much. And many a times, I had to deal with waiters who I think should have better been away from this field. they are sometimes too rude, annoying and horrible! Whenever I come across any of such waiters, most of the times I end up laeving a bad tip or no tip sometimes. In some extreme conditions, I chose to leave!
