Would someone from the Philippines please translate this?

I've been told that this is a comic book from the Philippines, thought I can't be sure. Would someone please tell me if the language printed on the front cover is an indication thereof? And, if so, what does it say? Any help would be greatly appreciated. Thank you!

Yes "tisoy" is a slang language for hansome guy with spanish blood. Currently if you say tisoy in the Philippines it means he is handsome and he has western genes.

I am from the United States and have never been to the Philippines, though I would love to go there, someday.
