What neutral, educational games to play with 17months old boy/girl twins?

My boy/girl twins are at that age where they are the busiest and my husband and I sometimes cannot keep up with them. It becomes draining. Even my 6 year old sometimes separates herself to do her own stuff like coloring and computer games. So what are some games the we can play with them that are not noisy but holds there attention yet teach them. Currently we play tickles, catch, hide and seek but these involve lots of loud laugh and running around and we do have neighbors on all four sides whom we try not to disturb very much especially late at night. they also play lots of catch by themselves and we try reading but this is just 5-10 mins. time period. I find after 5/6pm. is their real playtime. I welcome your suggestions.
