I wonder how the freelance writers out there get your projects? I really want to find more writing jobs. I'm also looking for partner writers from the Philippines who can help me write articles for web contents. How do I get more projects? And how do I get other writers to write for me?

Try joining some local forums and you'll be surprise at how helpful and generous with tips other members are. One notable forum is Pinoymoneytalk. My daughter is a member and she find it worthwhile.
They have a section or category devoted to freelance writing. It contains a goldmine of opportunities for amatuer or professional writers. Some members are there to post jobs and a lot will help you with your writing.
Are you planning to set up a website that's why your looking for web content writer? You'll be able to get some help in the above mentioned forum.
Regarding your last question, I think you will have to shell out some money to get others to write for you. Or maybe you can get the service of your friends for a free snack.

Every day there are literally hundreds of new projects and people looking for projects.
