Feather Plucking

My Orange Winged Amazon keeps plucking his feather. He doesn't have mites or anything else wrong with him. I've tried new toys, changes to his diet - he does eat a varied diet. Spending more and more time with him, allowing him more freedom. But still he plucks. Does anyone else have this problem and if you've found a cure can you let me in on the secret. I had thought of getting him another bird to see if that would work but he's really noisy and I don't think my neighbours would appreciate double the noise.
