Yes, it is a violation of copyright. But no worries, you'll still be able to get it over the bit-torrent network ;).

Go to http://yhbt.mine.nu for the translators site, they do the subbing of naruto mainly. On the bit-torrent tab you can go to the torrent files for it. You will have to open those in a torrent client, which you can get in example from www.bittorrent.com/download although most people use alternative clients.

Yes, but you can still download it at many places on the internet.
If you don't know what bittorent is, then head over to this website http://fma-anime.org (go to "special download" page) and you can download all the new naruto shippuuden episodes.
