Has this been a problem before? You may have to kennel him in a small kennel and take him directly outdoors to "do his business" at regular intervals for awhile. He won't urinate where he has to lay-so make the kennel not much bigger than he needs to lie down in. After awhile, he should get the message. If that doesn't work, you might want to have a vet take a look at him-he could have something going on.
